Fixed a bug where a VM with RunStrategyRerunOnFailure incorrectly showed WaitingForVolumeBinding status after being manually stopped when its PVC was unbound.

When Windows guest crashes and VM has a hyperv panic device configured, kubevirt no longer immediately terminates the VM and allows Windows to finish its default memory dump process and reboot.
