tekton.dev/pipeline、tekton.dev/pipelineTask、tekton.dev/pipelineRun のいずれかを設定している場合に適用されます。
コントローラーが管理する tekton.dev/pipeline、tekton.dev/pipelineTask、tekton.dev/pipelineRun は、一度設定すると不変になり、ユーザーが PipelineRun または TaskRun を更新しても変更できません。
