Meshery Serverの起動とシード処理の障害を修正したメンテナンスリリースです。復旧処理とイベント永続化の耐性を高めていますが、オペレーターに新たな設定負担は発生しません。

**Boot-time system events no longer route through the provider registration map.** RegistryLog read handlerConfig.Providers[LocalProviderName], which RestrictToEnforcedProvider deletes on a PROVIDER-pinned deployment, so PersistSystemEvent was called on a nil interface and panicked (#21584).
**A seeding fault can no longer kill the server.** New models.RunSeedStage(log, stage, fn) recovers a panic and reports it as meshery-server-1483 with the stage name and stack trace.
- Plain Go errors now log safely without causing a panic.
