Volcano v1.14.4 is a maintenance patch fixing scheduler crashes caused by out-of-order events, correcting job-dependency readiness checks, and improving scheduler efficiency. It extends HAMi Ascend vNPU configuration format support to include a new `vnpus.configs` wrapper format.

Support for the new `vnpus.configs` wrapper format is added alongside the legacy array format for HAMi Ascend vNPU configuration. Both formats are now recognized in v1.14.4, easing migration paths for operators using Ascend vNPU.
